normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0>深入實施基層黨建和脫貧攻堅“雙推進”，深化機關作風建設；深入開展“不忘初心、牢記使命”“自強·誠信·感恩”主題實踐活動，堅持把基層組織建到項目點、把優(yōu)秀干部派往最前沿、把黨員作用發(fā)揮在一線、把基礎保障落實到支部，堅持扶貧開發(fā)在哪里、黨建工作跟到哪里，找準機關黨建圍繞中心、服務大局，助推脫貧攻堅的切入點、著力點和突破口，切實把政務服務的職能優(yōu)勢、資源優(yōu)勢、人才智力優(yōu)勢用到精準扶貧上，充分發(fā)揮機關黨組織和黨員在脫貧攻堅中的應有作用。

normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0>（一）選優(yōu)派強駐村扶貧工作隊員。按照上級要求，將素質(zhì)高、業(yè)務精、責任心強的同志派往掛鉤聯(lián)系村擔任駐村扶貧工作隊員，充分發(fā)揮他們的橋梁紐帶作用，通過他們扎實的工作、務實的作風贏得群眾的信任和認可，把貧困群眾的動力激發(fā)起來，形成干部群眾一起干的氛圍；嚴格執(zhí)行《保山市駐村扶貧工作隊管理辦法》《從嚴加強駐村扶貧工作隊員管理“十條要求”》，切實加強對駐村扶貧工作隊員的監(jiān)督管理和關心支持，在思想上關心、工作上幫助、資金上支持，給他們創(chuàng)造干事創(chuàng)業(yè)的環(huán)境，讓他們在駐村扶貧工作中磨練、鍛煉、成長。

normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0>堅持把城市基層黨建放在突出位置，樹立城市大黨建理念，積極探索城市黨建工作的新路子，切實提高針對性和實效性，不斷推進機關黨建工作。堅持問題導向，著力破解作用發(fā)揮不夠充分難題，推動城市黨建工作水平提升。堅持以加強基層服務型黨組織建設為抓手，充分發(fā)揮基層黨組織的政治核心和領導核心作用，推動人力、服務向政務服務大廳、扶貧掛鉤村、黨建扶貧雙推進聯(lián)系點傾斜，為群眾提供方便、快捷、優(yōu)質(zhì)服務，不斷增強城市基層黨組織的凝聚力和戰(zhàn)斗力，充分發(fā)揮城市基層黨組織的戰(zhàn)斗堡壘作用和黨員的先鋒模范作用。

normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly>（一）落實聯(lián)建共建機制。認真落實“雙聯(lián)系一共建雙推進”機制，按照上級統(tǒng)一安排，扎實開展好與龍陵縣平達鄉(xiāng)小田壩村、龍陵縣龍江鄉(xiāng)弄嶺村結(jié)對幫扶與基層黨建雙推進以及在職黨員到宏光社區(qū)報到為群眾服務等工作，通過結(jié)對共建、活動共聯(lián)等形式，實現(xiàn)信息共享、文化共享、服務共享，推動黨建共贏、發(fā)展共贏。著力推動工作重心下移，積極適應城市管理體制改革帶來的新變化，進一步強化便民服務網(wǎng)絡建設，團結(jié)引導廣大群眾，共建幸福和諧美麗城市。

normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly; mso-char-indent-count: 2.0>按照省委組織部制定的《機關事業(yè)單位黨支部規(guī)范化建設標準》（試行），圍繞健全基本組織、建強基本隊伍、開展基本活動、落實基本制度、強化基本保障等內(nèi)容，全面開展黨支部規(guī)范化達標創(chuàng)建。推動黨支部擔負好直接教育黨員、管理黨員、監(jiān)督黨員和組織群眾、宣傳群眾、凝聚群眾、服務群眾的職責。

normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly>1．責任落實制度。黨組織把黨支部規(guī)范化達標創(chuàng)建工作納入基層黨建工作重點任務項目清單，作為黨組織書記抓基層黨建工作述職評議考核的重要內(nèi)容，配套落實人、財、物等基礎要素保障，推動達標創(chuàng)建有序開展。局黨組注重加強統(tǒng)籌、整合力量、下沉資源，為規(guī)范化建設達標創(chuàng)建創(chuàng)造有利條件。黨支部書記履行第一責任，對照創(chuàng)建標準，明確工作目標，細化具體措施，扎實推進黨支部規(guī)范化建設達標創(chuàng)建工作。

normal style=margin: 0cm 0cm 0pt; line-height: 30pt; text-indent: 32pt; mso-line-height-rule: exactly>2．分析研判制度。建立分析研判制度，把黨支部規(guī)范化建設達標創(chuàng)建與經(jīng)濟社會發(fā)展、改革發(fā)展穩(wěn)定、精神文明建設、決戰(zhàn)脫貧攻堅、黨風廉政建設、提升組織力等結(jié)合起來，對黨支部達標創(chuàng)建進行綜合分析研判，避免與中心工作脫節(jié)，為創(chuàng)建而創(chuàng)建，防止出現(xiàn)材料達標、臺賬達標。
